Sheffield Wednesday have told Norwich City they must honour the £7m fee agreed last summer if they want to sign Jordan Rhodes.
The Scotland international spent this season on loan with the Canaries, and now the recently promoted club want to make the deal permanent.
City have an option to buy in the original deal but are reportedly keen to negotiate a reduced fee.
The Norwich Evening News says Wednesday are not budging on the fee that was originally agreed upon.
The Owls are hoping another club shows an interest in Rhodes to drive up his price.
